2019 Achievements of Health Centre Management Committees

Health center management committees were founded in the 1990s to ensure efficient health care services (Inter-ministerial committee of primary health care, 2002). Every health center now has its own health center management committee.

A health center management committee consists of local authority, health center and a community representative. This committee has the duty to address issues relating to services, promotions and health messages communicated with people in an area under its administration coverage.

A health center management committee has the main duty to improve service quality and the likelihood of a local community using the services as provided by a health center (Inter-ministerial committee of primary health care, 2002), ensuring full-fledged operations and a meeting to be held at least once in every quarter with more than 75% of member attendance and with an appropriate agenda and meeting report. The National Center for Health Promotion has the role to monitor the meeting process of health center management committees in 25 provinces/cities by collecting data from their quarterly meetings. In 2019, the health center management committees were in good operation and achieved results as follows: 84% in Q1, 82.8% in Q2, 89.4% in Q3, 92.5% in Q4 and an annual total of 87.12%.

In 2019, the National Center for Health Promotion visited health center management committees in 12 provinces to monitor their work progress, including Kampong Chhnang, Kampong Thom, Takeo, Keb, Kampong Cham, Svay Rieng, Kampot, Thbong Khmum, Mondul Kiri, Battambang, Kratie and Koh Kong. The national budget was used to encourage operation of the health center management committees, where strengths and weakness were identified as a way to promote services provided by the health centers. Together with the World Vision Organization, the National Center for Health Promotion visited health center management committees in five target provinces such as Banteay Meanchey, Siem Reap, Preah Vihear and Kampong Thom to monitor their performance in Q2 and Q3 of 2019.
